ARUC — the Authority for the Responsible Use of Cannabis — sets the rules Malta's Cannabis Harm Reduction Associations run under. Horus's compliance workflows are designed around those Directives. Horus is not approved, certified or endorsed by ARUC, and we won't say otherwise.

Every member's remaining allowance is shown in flower-equivalent grams, and a transaction that would break either limit is blocked before it happens.
THC-tiered resin equivalence
Resin counts against a member's allowance at the rate ARUC sets for its tested THC: three times flower-equivalent above 66% THC, twice between 34–66%, once at or below 33%.
2-day step submissions
Every cultivation step — planted, sprouted, flowering, harvested, dried, distributed — is ready to submit to ARUC inside the two-day window, not reconstructed at quarter-end.
Quarterly reconciliation

Four-eye sign-off
